"Strategic gentrication"

Before writing about the story below, what I hope to post about later may be semi-related to this. The new distribution center for Whole Foods is now open for business and what will be posted later are ig posts & tweets related to this significant event. I believe this to be a great boost to the south side Pullman neighborhood where the center will be located.

That said, the post to be continued below is about a charge made last week by a gubernatorial candidate of "strategic gentrification". Of which to be fair there are those who are alleging this with the Whole Foods store that is currently open in Englewood at 63rd Street & Halsted. That said the question could be asked is Whole Foods Market a catalyst for change in a depressed neighborhood offering jobs and better food for an area or is it just part of a strategy of gentrification. [VIDEO] The comments of Chris Kennedy - who's running in this year's Democratic primary for Governor and a nephew of the 35th President John F. Kennedy - made some comments that got people talking last week. He thinks that there is "stragetic gentrification" going on in Black communities and his evidence are closed schools and social services facilities. Needless to say as he accused Mayor Emanuel of knowing about this the mayor bristled under the suggestion.

Mayor Rahm Emanuel on Friday called Democratic governor candidate Chris Kennedy’s claim that the mayor is making Chicago “whiter” and wealthier a “hallucinatory” insult.

Emanuel said he’s “looking forward to ideas, not insults” in his first public comments since Kennedy on Wednesday accused him of leading a "strategic gentrification plan” forcing African-American residents out of the city.

“It is easy to cast blame and point fingers,” the mayor said. “Where are the ideas? Where are the solutions, real solutions to real challenges that make those challenges opportunities?”

Emanuel also quoted a Chicago Tribune editorial that was critical of Kennedy’s comments. “As the Chicago Tribune referred to it today as imaginary, hallucinatory,” he said. “I hope nobody ever describes any of my ideas that way.”

Emanuel on Friday said he was troubled by the city’s black population decline and said the factors behind the drop can’t be explained in brief television news segments. “Of course it troubles me, which is why we’re making an investment in the neighborhoods across the city of Chicago. That’s a longer discussion, that’s going to take longer than standing here and get snipped and cut up later when it gets produced,” he said.

Support among African-American Chicagoans remains a potential political weakness for Emanuel as he gears up for a 2019 re-election run.

Unlike JB Pritzker, who continues to remain silent to protect the political establishment, Chris Kennedy has the political courage to speak truth to power. Chris Kennedy isn’t hiding behind $17 million worth of scripted TV ads. He will use his voice to stand up for what is right even if it’s calling out inconvenient truths that are hurting people of color in Chicago.

He has said from the start of this campaign that he wants to dismantle the structural inequities that exist in our government. He has put forward real solutions and plans on how we can do it. We must allow an elected school board, stop closing public schools, put an end to the discriminatory property tax racket, and fully address the civil rights violations described in the Department of Justice’s report on the Chicago Police Department.

Ah so two Democrats are at odds here. Rahm Emanuel isn't too thrilled with Kennedy's comments and it seems the campaign is going along with it.

Another property tax increase coming soon...

Chicago Board of Education

Remember during the 2015 municipal elections where I expressed support for an elected school board - though my idea was a hybrid with both appointed and elected members? Well we need to get to work on this idea especially if Gov. Bruce Rauner signs legislation that sets up another property tax increase here in Chicago that would be approved not by Chicago Aldermen, but by the appointed Chicago board of education.

Tapped-out Chicago property owners would face yet another tax hit for teacher pensions — but their aldermen would escape another difficult vote — under a historic new statewide school funding deal now headed to Gov. Bruce Rauner’s desk.

That “compromise” bill — approved by Illinois lawmakers this week — authorizes the Chicago Board of Education, comprised of mayoral appointees, to impose a property-tax hike worth $125 million without any involvement whatsoever from the Chicago City Council, whose members are elected.

The Board of Education does indeed plan to approve the increase, enabling the Chicago Public Schools to walk away with a total of $450 million in new state and local money for the 2017-18 school year once Rauner puts his signature on the bill, school officials said.

Rauner plans a bill-signing ceremony on Thursday, his office said.

It’s unclear when the city’s school board will take up the property-tax increase.

This hike would amount to a 2.5 percent increase in the tax bill for an average Chicago homeowner. The owner of a home worth $200,000 would pay an additional $83 in property taxes, records show.

It brings to mind a recent column written by John Ruberry of Marathon Pundit

In Chicago it’s great to be part of the ruling class. But Chicago’s roads are crumbling, barely one out of four of its students in its government schools read at grade level, its bond rating is the lowest among major cities, and businesses lack confidence in Chicago and Illinois as a whole. If you are part of Chicago’s ruling class you might view high taxes as a downpayment on your next paycheck or your retirement, but Chicagoans endure the nation’s highest sales tax rate and they were slugged with the highest property tax increase in the city’s history to fund public-worker pensions.

Yet Chicago’s public pensions are the worst-funded among America’s biggest cities--at a rate of just 25 percent of its obligations. But the cruel joke may be on these well-compensated public-servants. Despite the strong pension protection clause in the Illinois constitution, a pension “haircut” seems unavoidable for retirees. Michigan has similar wording it its constitution, yet Detroit municipal retirees saw their pension checks cut after the Motor City declared bankruptcy.

Capitol Fax: Yet another failure

This "failure" is located at the south side's Olive Harvey College located east of the Bishop Ford - formerly Calumet Expressway - on 103rd Street. OHC was supposed to be home to a "Transportation, Distribution and Logistics Center". Another job training program provided by the City Colleges of Chicago.

Unfortunately we've learned - especially if you've read this recent post over at CapFax or indeed the Tribune article linked within the post - the program has stalled. The City of Chicago, City Colleges, and also State of Illinois aren't able to come up with funds to finish this project.

Plus when this project was started it was before the transition from Governor Pat Quinn to Governor Bruce Rauner. And if you've been reading CapFax for the past two years we know there has been something of a serious budget stalemate.

Marathon Pundit visits Pullman

Hotel Florence by John Ruberry

John Ruberry of Marathon Pundit takes a look at the Pullman neighborhood and any progress made on the national monument here. Ruberry doesn't have much faith that the federal government will make far more progress here than the state government had. The state actually owns the Hotel Florence that you see above which is waiting for a new use.

He goes through the history of this neighborhood and any governmental role in the future of this neighborhood. Including the purchase of select property such as the Pullman factory, adminstrative buildings and the clock tower. Those in addition to the Hotel Florence.

He also noted the Bernie Sanders signs throughout the neighborhood. Sanders back in March lost the Illinois Democratic presidential primary to former Secretary of State Hillary Clinton but we see one strong enclave of Sanders supporters. I even noted a sign on our ig page.

Ruberry has some strong opinions on what's going on here. Anyone want to agree or disagree with the Marathon Pundit?
