Woman shot dead in Roseland alley ‘was loved by so many’ #Ward09

About 2:35 a.m., officers responding to a call of shots fired found Ambriana Collins suffering from several gunshot wounds to her chest in an alley in the 10700 block of South Eberhart on the Far South Side, according to Chicago police and the Cook County medical examiner’s office.

Investigators were told a white truck was seen speeding from the scene of the shooting, police said.

Collins was pronounced dead at the scene at 2:51 a.m., authorities said. She lived in the neighboring West Pullman neighborhood.

Collins left behind a 4-year-old son named Angelo, according to her relative Shiela House, who said the boy’s father died from cancer last October.

“Everybody’s just so lost about it,” House said.

Another relative, Devin Williams, said Angelo might be staying with his grandmother for now.

House said Collins was a hardworking mother, noting that she was employed at both a Popeyes restaurant and a McDonald’s location at 103rd Street and Kedzie Avenue.

“We’re just so stunned,” House said. “Everybody called her Ambrii. She was loved by so many.”

ABC Chicago: Woman found shot to death in Pullman

The rest of the story
Police responded to a report of shots fired at about 2:35 a.m. in the 10700-block of South Eberhart Avenue. Police discovered a woman with several gunshots in her chest in an alley.

The woman was pronounced dead at the scene. Authorities have not released her identity.

Police said a truck, possibly white, was observed fleeing the scene. No one is in custody and Area South detectives are conducting a homicide investigation.

Tribune: Mayor Rahm Emanuel floats port district land as Chicago casino location #Serving17

Even though Rahm Emanuel will only remain mayor until May 2019, he seems to be coming up with some proposals. He's still trying to use what's left of his political heft to come up with some ideas for the city:
Mayor Rahm Emanuel on Wednesday floated a port district site on the Far Southeast Side as the possible location for a Chicago casino, if state lawmakers finally grant the city the long-sought gambling palace.

In a meeting with the Chicago Tribune Editorial Board, Emanuel noted his “love-hate” relationship with the idea of a casino but said if the city finally builds one it should be away from the Loop and McCormick Place. Instead, he said it should bring economic development to an area of the city that needs it, before floating an Illinois International Port District site near Pullman as “an example.”

The land, just off the 111th Street exit on the Bishop Ford Freeway, currently is home to the Harborside International golf course with some harbor operations and terminals nearby on Lake Calumet. The port district that owns the land is a joint city-state entity.

“If you go down to the port authority where the golf course is, there’s enough land there for both a hotel and a casino,” Emanuel said. “That would be a big boon economically to the Southeast Side of the city.”

Emanuel made the remarks on the same day he gave a speech to aldermen on his recommendations to address the city’s pension funding shortfalls moving forward. The mayor’s plan included revenue from a proposed Chicago casino as part of the answer.
Personally I'm with this, who says a proposed casino has to be in or near downtown Chicago. Put one in a neighborhood that's struggling. In this case Pullman, and then again hopefully there are other proposals.

However, to be honest it seems like forever that there's been discussions of a Chicago casino that seems to have a tendency to fall through. So perhaps deciding on a site or finally building one will still take years. Wait and see I suppose.

Man wounded in Pullman shooting

[VIDEO] Above you can watch the report from CBS Chicago, however, here's a write-up from the Sun-Times:
The 27-year-old was sitting in his home about 2:20 a.m. in the 9700 block of South Ingleside Avenue when a bullet was shot through his door and struck him under his arm, Chicago police said.

He was taken to the University of Chicago Medical Center in fair condition, according to police. No one was in custody.

CBS 2: Pullman Neighborhood Booms, While Roseland Neighborhood Struggles Nextdoor #Ward09

[VIDEO] I'm sorry I missed this report from over the past summer. WBBM-TV looks at a tale of two communities with Pullman to the west being revitalized with a variety of redevelopment with retail and most of historic Pullman now a national monument.

And now you have Roseland which even Ald. Anthony Beale (9th Ward) would refer to blight as he stands at the commercial area on Michigan Avenue. You see him speaking between Pullman and Michigan Avenue and he sees revitalization in Roseland.

I have thought about making a comparison say between Streeterville in Downtown Chicago and say River North or North Michigan Ave from east to west. Streeterville is a very wealthy area, but then the areas near by are also wealthy and probably can't compare so easily to Pullman and Roseland.

Pullman has the history, architecture and now a national monument and some other development. Roseland with it's own history and blight is waiting for it's own revitalization. If I had my own vision Pullman could be the area of choice for many because of it's history. Then again what about Roseland?

Roseland could be neighborhood for everyone else. It's the land of opportunity and like Englewood it's sort of blank canvas. The right vision will for example see a revitalized Michigan Avenue strip no more boarded up storefronts or vacant lots. And of course a wonderful place to live just like their neighbors to the east.

BTW, if any smart aspiring politicians are reading this blog I can only imagine the "campaign ads" that come from this short video.

Pullman Communicy Center opened on Thursday

[VIDEO] Sorry to have missed this. The new Pullman Community Center located near 103rd & Woodlawn has finally opened. We start with the above video from CBS 2 and then excerpt from this Sun-Times article
After nearly a decade of planning and a frenzied round of corporate fundraising, a $20 million, 135,000-square-foot sports, recreation and educational center opened its doors at 10355 S. Woodlawn Ave.

The massive U.S. Bank Pullman Community Center is one of the largest indoor sports facilities in Illinois and the fifth-largest in the country. It includes three basketball/tennis courts and three synthetic turf fields that can be used for baseball, football and soccer.

The facility also includes community meeting rooms and classroom space.

“We’re looking at keeping 1,100 kids a week off the streets, doing something positive and constructive. A facility that’s gonna be open probably 12 to 14 hours a day. That gives people opportunity. It gives ’em hope,” Beale said Thursday.

“If you’re struggling in school and you’re enrolled in this facility, we’re gonna provide free ACT, SAT and tutoring in whatever subject that you need.”

Chicago Mag: Pullman’s Renaissance #Ward09 #BuildingwithBeale

Published on October 26th, 2018 I'm sorry that I only found out about it recently. A lot of good things is going on in that part of the city.
In the coming weeks, construction crews will begin meticulously restoring the roof and upper floor windows of the landmark Pullman Clock Tower and Administration Building, the former headquarters of the company that developed the neighborhood and forever changed rail travel in the 19th century.

Nearly lost in an arson attack in 1998, the structure is being overhauled for its next life as the visitor center for the Pullman National Monument, Chicago’s first ever site in the national park system. The roof work, funded by a $2.2 million grant from the National Park Service, is expected to take six months.

Construction on the old administrative building comes more than three years after President Obama dedicated the site as a national monument, setting into motion a restoration that Pullman residents and preservationists have long called for. According to Kathleen Schneider, the first superintendent of Pullman National Monument, there are a mix of public and private funds earmarked for the restoration, including more than $13 million from the National Park Foundation.

“We’re only three years old with a staff of three people,” Schneider says of the new national monument. “Although it may appear that not a lot is happening, we’ve been working hard with the State of Illinois and community on the 2020 opening of the visitors center.”

Schneider says the site’s educational programming will center on Pullman’s legacy as a planned neighborhood and as an integral site in the labor and civil rights movements. Specifically, the visitor center will spotlight the internal clashes that led to the Pullman Strike of 1894 and formation of the Brotherhood of Sleeping Car Porters.

As for community partners, Schneider highlights the Chicago Neighborhood Initiatives (CNI) group, a nonprofit developer that has helped bring investment to the greater Pullman area in recent years. While the Clock Tower’s restoration represents a symbolic rebirth of the historic district, newer facilities including a Whole Foods distribution center, an expanded greenhouse by produce supplier Gotham Greens, and soap maker Method have reinvigorated the neighborhood’s identity as an industrial hub.
Great to see the progress in nearby Pullman.

Pullman playground and gang truce....

I'm sorry to have not shared yesterday's playground building in Pullman - although I did note this over at The Sixth Ward earlier this past week. I also didn't know the story behind this though judging by the headline is more interesting than building this new playground.

But the playground’s foundation was really laid nearly a year ago when Sherman Scullark, a member of the Risky Road gang faction, rang Detective Vivian Williams’ doorbell.

Williams, who has lived in the neighborhood for 32 years — and has spent 23 of them working as a Chicago police officer — was shocked when Scullark came to her.

“I could see in his face that he needed to talk about something. And when I opened the door he said, 'Officer Williams, I'm just tired. I'm tired,’ ” Williams said.

Scullark was tired of the violence. The conflict between Risky Road and the Maniac Fours faction had been going on since Scullark was a young boy.

And it marred the community. Kids didn’t play outside. They knew not to go to the basketball courts or the gas station — both hotspots for shootings when rival gang members found each other across the 107th Street dividing line.

So Scullark asked Williams, who’s known as the neighborhood mom, to set up a meeting between the rival gangs. Williams agreed but needed approval from the district commander.

The next day, Williams got it. But Scullark beat her to it. He had already orchestrated a truce agreement.

He had approached his rivals on their block and let them know he wasn’t carrying a firearm. Then he told them how he felt. It turned out some of them felt the same.

They agreed to put down the guns, and the neighborhood has been more peaceful ever since.

“I said, 'You didn't even give me 24 hours?’ ” Williams said. “He said, ‘Now can you introduce me to Arne Duncan?’ ”

Duncan, the former education secretary under Barack Obama and former Chicago Public Schools CEO, is the driving force behind the organization Chicago Creating Real Economic Destiny, known as Chicago CRED.

Chicago Reader: Pullman to get first new residential building in nearly 50 years

More changes coming to the historically and architecturally significant Pullman neighborhood.

The historic Pullman neighborhood is getting 38 units of affordable housing inside a new $18 million artists' enclave—some 124 years after Pullman railroad car workers went on strike over the company's refusal to lower their rents after cutting their pay.

The Pullman Artspace Lofts, a new apartment building to be built between two long-abandoned Pullman workers' housing units, sits on three-quarters of an acre on Langley Avenue, just south of 111th Street. The three-story, 32,000-square-foot complex sits on land that's been vacant for 88 years. The construction itself marks the first new residential development built in Pullman in nearly half a century. It's unique because it will house 2,000 square feet of community space intended to be used as an art gallery, meeting place, classrooms, and community room. It's expected to open in early fall 2019.

The Artspace Lofts is a home-grown project in a neighborhood that has more than its share of artists, including painters, musicians, filmmakers, sculptors, and ceramicists, said architect Ann Alspaugh, a board member and past president of Pullman Arts, a neighborhood nonprofit whose volunteers have worked on the development for the past eight years.

"It's [the result of] a lot of hard work by a lot of people," she said, noting that the project required meeting and even exceeding local and state landmark and historic district requirements, obtaining unconventional funding, and conducting detailed feasibility studies. 
 I might have a few shots of the land where these lofts are to be located to be shared in the future. There was a period of time that I strolled through Pullman either on foot or driving where I took a series of photographs. And surely the work in Pullman is still not completed at least not yet!

Future Ald. Beale town halls #Ward09 #BuildingwithBeale

Ooops, I've done pretty badly with Ald. Anthony Beale's town halls having only attended two in recent years. So here are a list of remaining meetings for the rest of the year with a break in August and of course taking a break for the rest of the year after October.

Unlike former 6th Ward Ald. Fredrenna Lyle his office doesn't seem to announce who'll be speaking before hand. However he does have various officials with city government and some people from the community talking about what they're doing for their neighborhoods. It's worthwhile to come pay a visit. Of course he'll have his ward superintendent which was formerly Nicholas Smith who's now a state representative give updates from the streets and sanitation side.

The two times I attended a former police officer talked about utilizing local high school students to help paint murals. Another time representatives from the Chicago Transit Authority gave us an update on the future red line extension. Like I said these are worthwhile meetings to attend.

All of Ald. Beale's town halls or community meetings are held every 4th Tuesday starting at 6:30 PM at the Pullman Presbyterian Church 550 E. 103rd Street. Call his office at (773) 785-1100

BTW, I have to admit that I liked the branding the office seemed to have started "town halls" as opposed to "community meetings". Perhaps I'm being a tad nit-picky, but as far as an event discussing ward issues I just like town hall better than a community meeting. Anyway just my two cents that no one asked for... :P

Washington Monthly: South Side story

The Chicago Neighborhoods
 Sorry to have sat on this since the spring. A story about the Pullman neighborhood. Or "How a historic Chicago neighborhood became a national model for community revitalization."
Yet one lower-income South Side neighborhood manages to defy the ironclad logic of the favored quarter: historic Pullman, a vibrant enclave in the middle of the South Side that is home to equal numbers of African Americans, Latinos, and whites. (Not all South and West neighborhoods are poor, but most of those doing well economically—Hyde Park, the Near West Side, Bridgeport, and Beverly—are predominantly white and Asian.)

Strolling down Pullman’s St. Lawrence Avenue, whose shaded sidewalks are fronted by side-by-side duplexes, you notice the same redbrick charm that characterizes the North Side. Yet in Pullman, you can land a well-kept three-bedroom duplex down the block from a cozy café and around the corner from one of the city’s top-rated public elementary schools at a price that wouldn’t go far in swank precincts across town. Residents enjoy many of the conveniences of North Side living, too. At the new Pullman Park development, there’s a Walmart (watering this former food desert), a clothing store, a Planet Fitness health club, a locally owned dry cleaners, and Pullman’s first sit-down restaurant in decades.

The relative peace and prosperity of Pullman in the midst of the hard-hit South Side highlights the promise of “asset-based” community development—the idea that focusing on the strengths of a particular place is just as important as targeting the problems. This model offers practical lessons for other neighborhoods across the country suffering from economic disinvestment and social unraveling. In Pullman’s case, a remarkable degree of resilience has arisen from these assets: high levels of civic engagement; a physical environment that encourages walking and social interaction; access to resources tied to historic preservation; and an ambitious community developer planting stakes in the neighborhood.

If the name Pullman sounds vaguely familiar, it’s likely because of the legendary railroad sleeping cars built here from 1881 to 1955. Pullman was no grimy slum, but actually one of the most celebrated urban planning projects of the nineteenth century—providing a good place to live was part of owner George Pullman’s mission to elevate the character of his workers. The London Times declared the elegant public buildings and squares flanked by single-family homes for managers and handsome brick townhouses for workers “the most perfect town in the world.” The other reason you may have heard of Pullman is that in 1894 the company’s workers responded to wage cuts with no reduction in rent at company-owned housing with a historic strike.

Chicago Reporter: Instead of extending the Red Line, some see promise in the Metra Electric

The future of the greater Roseland area will be affected by the future CTA red line extension. It's something that I'm very excited for and evidently the debate continues over whether or not this is the transit project the far south side of Chicago needs right now.

Another part of this debate - especially with the uncertainty of funding for this project which is only expected to be built during the course of the next decade - includes improvement of the Metra Electric line. Better yet should the Metra Electric (or IC for you old timers) be converted to a rapid transit line operated instead by CTA.
In January, the city announced the final alignment for the 5.3 mile extension to 130th Street. That’s key for the CTA to secure $1 billion in federal funding needed for the project that wouldn’t see construction start until 2022. Though the city has proposed using transit TIFs (tax increment financing) to fund part of the extension, some transit advocates contend that wouldn’t be nearly enough to make a dent in the cost. And others question whether the Trump administration would give the city $1 billion for a project of this scope.

Some transit advocates say there is a quicker and less costly way to improve transit on the South Side by converting the Metra Electric District (MED) main line into rapid transit. Retrofitting Metra’s existing rail infrastructure to accommodate rapid transit, they say, could be completed in less time than it would take to build the extension and without displacing privately owned properties, as the Red Line extension would.

But putting the Red Line extension on the backburner where it has sat for decades would be a disservice to the Far South Side, community members say. Mayor Richard J. Daley promised to extend it beyond its 95th Street terminus when he cut the ribbon on the transit line nearly 50 years ago.
A former candidate for 9th ward alderman - well not identified as such in the article - was quoted in this piece:

South Side resident Michael LaFargue says extending the Red Line south is all about equity – transit equity, economic equity and environmental equity. The loss of manufacturing jobs, he said has devastated the Roseland community economically while lack of rapid transit has made access to jobs and opportunities even more difficult.

The 111th Street station, LaFargue added, could be branded as Greater Roseland Hospital Medical District similar to the Blue Line’s Illinois Medical District. The Michigan Avenue station could reinvigorate that mile-long business corridor, making it the ‘Magnificent Mile South,’ he said.

“This is a catalyst for economic development and branding,” said LaFargue, president of the Red Line Extension Coalition, a community-based group.
And what's the difference in cost?
Policy analyst Daniel Kay Hertz of the Center for Tax and Budget Accountability says both projects are important and would have significant impact. He estimated a cost of $27 million per mile to convert the Metra Electric’s South Chicago branch into rapid transit. Hertz based that figure off a 2012 Chicago Department of Transportation report  which puts the cost of converting MED’s South Chicago branch to Millennium Station — not the entire line — at $350 million. Hertz said there’s no reason the per-mile costs would differ substantially to convert the entire MED line. In comparison, the Red Line extension would cost about $434 million a mile.

“It is basically logistical stuff that they need to do as opposed to the physical engineering and  construction of several miles worth of new rail lines and stations,” Hertz said.
Finally a brief history of the Metra Electric and the advocacy for it's conversion to a CTA rapid transit line:
The MED originally ran as rapid transit and the line’s South Chicago branch ran every 10 minutes during the 1940s under its then-operator, Illinois Central. That frequency reduced when it became part of the Regional Transit Authority. Now the line has frequent service during peak evening and morning hours but runs every one to two hours during the mid-day.

The idea to convert the commuter-rail into CTA-style “L” service resurfaced again when transit advocate Mike Payne touted the plan as the Gray Line in the 1990s. It has gained traction in recent years thanks to advocacy groups like Coalition for a Modern Metra Electric and Active Transportation Alliance who want the MED to run every 10-15 minutes. Last year Metra increased mid-day frequency on the line to every 20 minutes between Hyde Park and Millennium Station.

But Metra’s fare structure could create a burden for low-income riders. Metra’s fares are distance-based where CTA charges a flat fee. And since there is no fare integration between Metra and CTA, riders would have to pay two full fares. There’s no fare discount to transfer from one transit system to the other.
What do you all think? Metra Electric (especially serving segments within the city) converted to the "grey line" operated by CTA  or the red line extension which certainly could benefit residents south of 95th through to Altgeld Gardens or perhaps there is a way to make both happen?

Earlier this week I shared this portion of Ald. Anthony Beale's recent email sharing news for his Ward 9 constituents on The Sixth Ward's ig. This news is for the planned sports facility near 104th & Woodlawn or according to DNA Info 2016 article - 10355 S. Woodlawn Ave (I erroneously referred to the nearby address of 103rd & Doty). When you turn off 103rd street south onto Woodlawn you will go past the facility construction and will lead you to the Pullman Walmart.

All the same I saved this pictures and the portion of the email that talks about the coming sports facility and wanted to share this with you all on this blog. As always click on pic for larger resolution.

A look at what $250K get you in Chicago right now

An integral community to Chicago’s role in rail, heavy industry, and labor rights, the Pullman neighborhood has another unique designation as the city’s first and only National Monument. And for $250,000, you can purchase a historic row home (pictured above) that has been fully overhauled and updated for contemporary living. It’s worth noting that this property is currently the most expensive on the market in the neighborhood—still a fraction of the amount that wealthy rail enthusiasts are spending on restoring old Pullman Palace Cars for cross-country travel.
Not far away from Roseland and you can get a house for almost a quarter of a million dollars. Pullman is a great neighborhood anyway of great historic value and it's no wonder it's part of a national monument!

Tribune: Politics, funding impede Pullman restoration as monument approaches 3rd anniversary

This Tribune article updates us on the progress of that Pullman National Monument announced by then President Barack Obama in 2015:
Since 2015, Pullman National Monument has moved sluggishly toward these goals. The state-owned grounds are in the midst of an extensive cleanup from decades of industrial waste. The National Park Service’s visitors center, planned for the clock tower building, has been pushed back at least a year. Plans mapping out the monument’s long-term future were supposed to be completed within three years but are only now beginning. State and federal money has been minimal, and progress on some projects has been slowed because of several federal government shutdowns and an unprecedented two-year state budget standoff.

The one project that could move forward, an apartment building for artists, is on hold after federal officials told the developers to seek additional input from the public.

“My wife and I have been here for 50 years, and we’ve seen different cycles and levels of interest from people working in Pullman,” said resident Mike Shymanski. Progress “takes time and takes patience, but once the restoration is done it’ll be around a long time.”

Pullman was expected to draw 300,000 visitors per year by 2025, however, with its current annual attendance at only 50,000, those estimates seem ambitious.

Now, the park is contending with a president who is less supportive of conservation. The Trump administration recently shrunk two Utah national monuments, bringing about at least two legal challenges and legislation to counter the move.

While it's not looking that good there are some positive developments:
The first floor of the state-owned Hotel Florence could open even sooner, possibly over the summer after contractors finish building an accessibility ramp and restoring and furnishing the elaborate interior.

The park service also plans to work outside the monument to generate buzz through a grant from the McCormick Foundation to develop curriculum in area classrooms on nationally significant themes: transformation of passenger rail travel, urban planning, Pullman’s role in the American labor movement and the porters’ civil rights movement.
What are the plans for the Hotel Florence? I'm very keen on finding out!

Pullman gets a 2nd Gotham Greens facility

Found a post about this on instagram recently, and decided to find the accompanying story for this via Chicago Tribune. There's something going on in Pullman with that Whole Foods distribution center and now Gotham Greens coming with a new greenhouse:
The new $12.5 million, 105,000-square-foot greenhouse will be on South Doty Avenue on the former Ryerson industrial site in Pullman, according to Mayor Rahm Emanuel’s office, near the company’s first Pullman greenhouse on top of the Method soap factory. The expansion reflects both the company’s success in the Chicago market — through selling its products in chains including Jewel-Osco and Whole Foods Market — as well as the continued redevelopment of the Pullman area. While Gotham’s first Pullman greenhouse was a rooftop structure, the second one will be free-standing.

“We’re thrilled to be building a second, larger, state-of-the-art greenhouse facility in Pullman,” Gotham Greens CEO Viraj Puri said in an email. “Retailers, institutional food service operators are increasingly attracted to consistency and reliability of our year-round, local produce supply. Further, consumer interest in locally produced food continues to grow.”

The project could receive up to $3.35 million in tax increment financing assistance for site work on 6.2 acres, though that’s still subject to City Council approval, according to the mayor’s office. The existing zoning of the planned development would also need to be amended to allow for light manufacturing, according to the mayor’s office.

The land — situated just north of Planet Fitness along the Bishop Ford Expressway — is part of the former Ryerson industrial site owned by U.S. Bank and Pullman-based nonprofit developer Chicago Neighborhood Initiatives.

David Doig, president of CNI, said the nonprofit would improve the site before selling it to Gotham Greens for up to $800,000.

The new Gotham Greens greenhouse will employ about 60 workers.

Whole Foods Market distribution facility open in Pullman

This all occurred yesterday including the bread breaking which is what they do when they open new stores. For example they did the same thing upon opening the Whole Foods store at 63rd/Halsted. This is from the Mayor's ig page.
And also Elgie Sims - state representative of the 34th District for Illinois - was also in on the action and also posted a college of pics on his ig page also.

A new sidewalk near the coming Whole Foods Market disribution center in Pullman

Last year I took a walk along 111th Street towards the Pullman Walmart store and noted the lack of a sidewalk. This was not long after the announced Whole Foods Distribution Center was unveiled. If you have plenty of workers - who may be taking public transportation - at a facility that is presumably 24/7 this spot isn't very accessible.

Now with other amenities coming and plans for other warehouses to come to the former site of a steel mill near the site of the Walmart anchored shopping center near 111th/Doty we now get a sidewalk. No more stepping on mud or stepping into the street! I'm sorry that these pics were taken at dusk and that you get an east and west shot here.

Tribune: Planned warehouses could bring thousands of jobs to Pullman

On Wednesday @thesixthward on instagram reposted a screen cap that is a rendering of the future warehouses expected to come near 103rd/Stony Island provided by this Chicago Tribune article. As a matter of fact, these warehouses will be closer to 111th Street near the Walmart. Below I will share the post provided by Ian Lantz who owns The Pullman Cafe.

And now onto the article itself which lays out future development in Pullman:
Minneapolis-based developer Ryan Cos. and nonprofit community developer Chicago Neighborhood Initiatives said they plan multiple industrial buildings totaling as much as 1.2 million square feet on land immediately north of the Whole Foods facility. U.S. Bank, which owns the land, is also involved in the project.

The exact number of jobs will depend on the type of tenants that lease space, but the project could potentially create as many as thousands of jobs, according to 9th Ward Ald. Anthony Beale.

"This is the culmination of a lot of our work to bring more jobs to the community," said David Doig, president of Chicago Neighborhood Initiatives. "In the last 30 to 40 years this area has lost tens of thousands of jobs, which has been a source of the area's decline. Jobs are important in rebuilding the area."

Construction of the more than 50-acre complex, called Pullman Crossings, could begin by next summer, said Tim Hennelly, Ryan's president for the Great Lakes region.

The warehouses will be along 103rd Street and Woodlawn Avenue, just west of Interstate 94 and Harborside International Golf Center.

Warehouses are the latest phase of the larger, 180-acre Pullman Park development to replace a former Ryerson Steel plant. Previous phases brought in the nearby Method Products soap factory and Gotham Greens rooftop greenhouse.

The community, which once had a dearth of shopping options, also has been boosted in recent years by a Walmart store and other retail, including Ross Dress for Less and Planet Fitness.

The exact number of warehouses will be determined by the preferences of tenants, although the developers may decide to build without leases signed by next summer, Hennelly said. The combined cost of the warehouses could range from $50 million to $90 million, depending on the uses, he said.

Government incentives including tax increment financing, enterprise zone tax breaks and the federal New Markets Tax Credit program could fund about one-third of the warehouse development's cost, Doig said.
